The mayor of Central City announces the opening of a new solar energy facility, donated to the city by his political opponent, private army kingpin Shawn Berger. However, the mayor's speech is interrupted as Starscream and the jets bear down on the unsuspecting crowd. From his office, Berger watches the events and revels in the opportunity to take the law into his own hands and gain political credibility. The energy facility proves not to be what it appears as Berger's tank crews emerge to repel the invaders. Unfortunately for Berger, his forces are overcome, but he is further angered when the Autobots arrive to save the day and gain the adoration he feels should be his. As Berger ponders another way to greatness, Laserbeak abducts him and takes him to Megatron, who immediately begins to convince the human that the Decepticons have been misunderstood from the very beginning. In return for proof that the Autobots are the real criminals and two cities for him to govern, Berger agrees to be the Decepticons' spokesman. Berger is returned to his building as Megatron chuckles wickedly at the na´vetÚ of the human he plans to betray. Later, as the mayor honours the Autobots at City Hall for their heroic services, Berger interrupts the screening of the Autobots' latest feat with footage that depicts them raiding an oil field and turning the gallant Decepticons into monsters. The evidence is so overwhelming that the Autobots are tried before the U.S. government, found guilty, and permanently banned from Earth. The Autobots leave on a ship provided by Berger, who thinks his popularity is now assured. Megatron then breaks into Autobot Headquarters and manipulates Teletraan 1, altering the Autobots' flight destination from Cybertron to the Sun.
