Megatron searches the streets of Istanbul to find Abdul ben Faisal, a sage with knowledge of a rare item known as the Pearl of Bahoudin, the power source of a magnificent Cybertronic weather machine which can control the elements. As Megatron and a number of other Decepticons prepare to dig for it in the Galata valley, the Autobots participate in the Europa 2000, a nearby race that features the world's finest drivers and will grant $20,000,000 for the winner to give away to charity. Obnoxious top U.S. driver Auggie Cahnay protests their involvement, however, as he feels their having computer brains gives them an unfair advantage. Little does he know the Autobots are also there to protect him, as the Decepticons are out to get his engine, which has been manufactured by Symultech Industries from a unique metal alloy, possibly the only metal that can hold the Pearl of Bahoudin. While Megatron enlists the services of one professor Teranova to find the pearl's place of burial, the Stunticons are sent to demolish the Autobots and steal Cahnay's car. The five highway menaces wreck most of the Autobots and take Cahnay's car while Scavenger unearths the pearl, secured in a golden casing. Tracks, Bumblebee, and Bluestreak--driven by Cahnay--remain unscathed and cross the finish line as the winners of the race, but instead of staying behind for the jubilation, they continue on to confront Megatron. Bumblebee takes the pearl from Megatron and opens it halfway, releasing enough of its destructive power to create a raging thunderstorm which makes the Decepticons minus the Stunticons retreat and leave the Earth to be devastated. The Autobots helplessly battle the Stunticons' combined mode of Menasor until Auggie sacrifices his car by driving it off a cliff and into Menasor's face, sending the giant down for the count and freeing Bumblebee to destroy the pearl. As the Autobots realize that the race was a faux arrangement put on so Megatron could get Auggie's car, the driver shows his good side by letting the Autobots donate the gold casing to charity.
